Ukraine's advanced offensive capabilities, combined with ATACMS missiles, are having devastating effects on the war. On November 19, Ukraine used ATACMS for the first time to strike the city of Karachev, 75 miles deep into Russian territory. Following this attack, analysis of satellite imagery revealed that many Russian military bases were within ATACMS range. Russia moved 90 percent of its military aircraft, especially fighter-bombers equipped with glide bombs, out of the attack envelope of ATACMS and Storm-Shadow missiles. However, at least 209 of the 245 targets were land-based and not air force bases. This suggests that in addition to further removing the Russian Air Force from the battle fronts, ATACMS now covers a wide range of fixed military assets vital to sustaining the Russian war effort. This could lead to a more conservative Russian approach, a slowdown in offensive momentum, and logistical and operational inefficiencies.
