Officials at the Trump White House have issued a "threat" to all Republicans who might be thinking about voting against Trump's cabinet nominees - confirm them, or else! The "or else" part is that "outside groups" may withhold campaign cash in the future and use it to instead fund primary challenges to any Republican that doesn't completely fall in line with Trump's agenda.
